The Dubai Urban Master Plan 2040 was officially launched in March 2021 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Developed under the guidance of the Dubai Urban Planning Committee and coordinated by Dubai Municipality, the plan outlines a strategic vision for the city’s sustainable growth over the next two decades.
As the sixth major urban plan since 1960, this masterplan is designed to support a projected population of 5.8 million residents by 2040, compared to around 3.5 million in 2021. The focus is on enhancing quality of life, improving urban efficiency, and promoting sustainable development while preserving cultural heritage.
The plan introduces a new spatial layout based on six main urban centers and aims to double green and recreational spaces across the emirate.
Efficient Use of Land and Infrastructure
One of the main goals of Dubai’s 2040 Master Plan is to use land and infrastructure in the smartest way possible. Dubai’s population is expected to grow to about 5.8 million by 2040, so the city needs to grow carefully without wasting space or resources.
The plan focuses on building compact and connected communities. This means less spreading out into new areas and more making better use of the land and infrastructure that already exist. Instead of building a lot of new roads and utilities, Dubai will improve and use what it has more efficiently.
By mixing homes, workplaces, shops, and services in the same neighborhoods, people will be able to reach most of what they need quickly and easily, often by walking or using public transport. This reduces the time people spend traveling and makes neighborhoods more convenient and friendly.
The plan also protects natural areas by keeping around 60% of Dubai’s land as natural or low-density space. This helps balance the city’s growth with the need to preserve the environment

A major initiative supporting this vision is The Loop, a planned 93‑kilometer climate‑controlled walking and cycling network that will connect key districts, parks, and transit hubs, making active mobility a practical and enjoyable choice year‑round.
By integrating more greenery into urban areas, Dubai aims to make communities not only more beautiful but also cooler and more comfortable, improving air quality and overall wellbeing. This focus on green space is a key part of Dubai’s broader commitment to sustainability and creating a livable city for everyone.
Sustainable and Flexible Mobility
Dubai is working to make transportation cleaner and more flexible for everyone. The city plans to expand the use of electric and self-driving vehicles, which produce less pollution than regular cars. Cycling paths and safe walking routes will also be improved, giving people healthier and more sustainable ways to move around the city.
These efforts are closely linked to Dubai’s vision of becoming a 20-minute city, where most daily needs such as schools, shops, parks, and healthcare can be reached within 20 minutes by walking or cycling. Neighborhoods will be developed with integrated service centers that place key facilities close to where people live, reducing the need for long commutes.
Public transport capacity will grow significantly by the year 2040, with new metro lines, trams, and buses making it easier to travel without a private car. The plan aims to place 55% of residents within 800 meters of a public transport station, allowing them to reach 80% of their daily destinations quickly and efficiently. Smart technologies like ride-sharing platforms and real-time route information will support this shift, making mobility more convenient while reducing traffic and pollution.
